RELATING TO EDUCATION. Establishes the Hawaii charter school facilities fund for funding the repair, maintenance, and other facilities needs of charter schools. Establishes a tax credit for certain individuals who make contributions to charter school repairs, maintenance, or development. Appropriates funds for the Hawaii charter school facilities fund.

PROPOSING AMENDMENTS TO THE HAWAII CONSTITUTION RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS. Proposes a constitutional amendment to authorize the State to issue special purpose revenue bonds to assist nonprofit corporations supporting one or more charter schools, community development financial institutions benefiting one or more public charter schools, and charter schools.

RELATING TO EDUCATION. Allows board of education to remove members of charter school review panel. Makes panel subject to "Sunshine" (open meetings) law.

RELATING TO EDUCATION. Directs department of education to implement recommendations of the online learning task force.

RELATING TO EDUCATION. Creates the facilities alignment commission to revitalize school facilities by developing and submitting recommendations for areas for new school construction, schools for expansion, and schools for consolidation or closure. Allows the legislature to disapprove these recommendations only in their entirety. If no legislative disapproval occurs, requires the Board of Education to comply with these recommendations.

RELATING TO SCHOOL NUTRITION. Establishes nutrition standards for food and beverages sold in public schools. Requires DOE to develop nutrition education training requirements for food service managers in the public schools. Requires DOE to encourage schools to provide culturally-appropriate and standards-based nutrition education and farm-to-table nutrition education.

RELATING TO EDUCATION. Increases the compensation rate per day from $100 to $200 for board of education members. Establishes a protocol allowance. Allows board members to receive personal expenses at rates specified by the board while attending board meetings or while on official business as authorized by the board.

RELATING TO EDUCATION. Authorizes the Hawaii teacher standards board to coordinate an effort that creates a data interface network to promote the free interchange of information among public and private Hawaii teacher education institutions and the department of education. Appropriates funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

· The Committee the comments are directed to;
· The date and time of the hearing;

· The number of copies the Committee is requesting.
