MAKING AN APPROPRIATION TO HIRE TEACHERS THROUGH THE TEACH FOR AMERICA PROGRAM. Makes an appropriation to hire 10 teachers from the Teach for America Program to teach in high needs schools in Hawaii.

RELATING TO MINORS. Requires the Board of Education to establish an Internet safety policy for minors with respect to the use of computers that have Internet access in public schools and libraries.

RELATING TO TEACHERS. Appropriates funds to the department of education to provide additional resources to support teacher quality.

RELATING TO ALTERNATIVE ENERGY. Appropriates funds for grants for alternative energy utilities on public school campuses.

RELATING TO EDUCATION. Authorizes the board of education and the superintendent of education to determine the minimum amount of time that new teachers, principals, or vice-principals shall serve during their initial probationary period.

RELATING TO EDUCATION. Directs the department of education and the Hawaii teacher standards board to adopt new administrative rules to align state and federal teacher licensing requirements. Reduces the number of years an individual may be employed as a teacher on an emergency basis from 4 to 3.

RELATING TO THE AFTER-SCHOOL PLUS PROGRAM REVOLVING FUND. Limits the after-school plus program revolving fund revenues to participation fees and interest.

RELATING TO TEACHER SALARIES. Eliminates the salary differential between newly hired public school teachers with more than 6 years of experience and incumbent teachers in the department of education with the identical number of years of experience.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number;
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
