RELATING TO TOBACCO PRODUCTS.

Prohibits use of tobacco products by minors.  Requires minor to complete a tobacco use cessation program, perform community service, and have his or her driver's license revoked for one year.

RELATING TO HEALTH.

Prohibits possession of tobacco products by any person under age 18.  Requires department of health to adopt penalties.  Makes appropriation to DOH for youth smoking educational program.

RELATING TO TOBACCO.

Repeals the July 1, 2009 sunset clause of the law requiring those who sell tobacco at a retail level to get a retail tobacco permit from the Department of Taxation; without this law, no permits will be necessary starting July 1, 2009.

RELATING TO THE SMALL BUSINESS BILL OF RIGHTS.

Establishes the small business bill of rights.  Requires the ombudsman to investigate complaints of violations of the small business bill of rights.

Requires agency Small Business Impact Statement for a proposed rule that imposes a higher standard than federal, state, or county law, to justify the proposed higher standard; requires agency to periodically identify and justify existing rules that impose those higher standards.

RELATING TO A TECHNOLOGY MASTER PLAN.

Creates a high technology industry task force, attached to the high technology development corporation, to develop a state master plan for high technology prior to the convening of the 2010 regular session and updated every 2 years thereafter.  Changes composition of task force after 2010 regular session.

Establishes a task force to develop the Hawaii State Science and Technology Plan.

Provides DoTAX with the powers necessary to evaluate and study the economic impact of Hawaii tax incentives; requires DoTAX to collect information from 1/1/2002, evaluate the high technology business tax credits, and report annually to the Legislature, ending in 2012; appropriates funds; sunsets January 1, 2012.

Repeals requirement that county cooperative purchases adhere to administrative rules adopted by the state procurement policy board.

Expedites the purchase of equipment and services by allowing state and county agencies to participate in government cooperative purchasing programs outside of Hawaii when using federal Homeland Security grants.

RELATING TO ANIMAL QUARANTINE FACILITIES.

Allows the Department of Agriculture to negotiate the lease rent for use of the Animal Quarantine Station located in Halawa Valley on Oahu.
