RELATING TO ENHANCED 911 SERVICES FOR MOBILE PHONES. Decreases from $0.66 to $0.43 cents per month the surcharge customers pay on each mobile phone for E911 emergency mobile phone services.

RELATING TO IMMIGRATION CONSULTANTS. Regulates the business of immigration consulting by prohibiting non‑attorneys from rendering opinions or aiding in completion of immigration documents in exchange for consideration.

RELATING TO CABLE TELEVISION SYSTEMS. Authorizes the director of commerce and consumer affairs to designate an access organization to oversee the development, operation, supervision, management, production, or broadcasting of programs for cable television channels; requires the director to also establish requirements for the designation of access organizations; and requires the cable advisory committee to advise access organizations on matters under chapter 440G, Hawaii Revised Statutes.

RELATING TO CERTIFIED PUBLIC ACCOUNTANTS. Requires an approved peer review for certain certified public accountant firms to practice in Hawaii.

RELATING TO CERTIFIED PUBLIC ACCOUNTANTS. Allows for certified public accountants with out-of-state licenses to practice public accountancy in Hawaii.

RELATING TO PUBLIC ACCOUNTANCY. Defines the active practice requirement for member of the board of public accountancy to mean 1,000 hours of practice in the prior calendar year.

· In person: 1 copy of their testimony to the committee clerk, Room 407, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
