Testimony

RELATING TO PUBLIC UTILITIES.

Requires the public utilities commission to develop and implement a plan for the undergrounding of all overhead utility lines in all counties with over 500,000 residents, beginning with a pilot program for the Nanakuli to Makaha corridor.  Funds pilot conversion plan by apportioning costs equally between affected utilities and the state highway fund.

RELATING TO CIGARETTES.

Prohibits sale of cigarettes in Hawaii that are not reduced ignition propensity "fire-safe" beginning 7/1/2009.  Sets civil fines and requires attorney general to adopt rules to enforce law.

RELATING TO CONSUMER PROTECTION.

Protects consumers and encourages market competition by prohibiting wireless telecommunication service providers from charging unfair service agreement cancellation penalties.

RELATING TO TOXIC PRODUCTS.

Prohibits the manufacturing, sale, or distribution of toys and child care articles containing certain toxic chemicals and requires manufacturers to use the least toxic alternatives.

RELATING TO PSEUDOEPHEDRINE SALES.

Requires electronic logs of pseudoephedrine sales to be made in real time and maintained for 2 years in a form searchable by law enforcement.

RELATING TO PAWNBROKERS AND SECONDHAND DEALERS.

Requires pawnbrokers and secondhand dealers to change daily record transaction methods from a manual system to an electronic method through the use of the Internet or a computer disk.

Persons wishing to testify should submit testimony in one of the following ways at least 24 hours prior to the hearing:

 

·         In person:  1 copy of their testimony to the committee clerk, Room 407, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov.  Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
