RELATING TO INSURANCE. Recognizes that a reciprocal insurer and its attorney-in-fact shall be considered as a single entity for tax purposes and not be subject to general excise taxes in order to avoid the effect of double taxation.

RELATING TO THE RENTAL MOTOR VEHICLE SURCHARGE TAX. Extends the sunset date of the rental motor vehicle surcharge tax at $3/day rate for two years to August 31, 2010.

RELATING TO MORTGAGE FORECLOSURES. Requires a mortgagee to provide the telephone number of an attorney located and licensed in Hawaii as the contact individual, and authorizes this individual to provide information to qualified callers.

RELATING TO CONTRACTORS. Amends section 444-10.5, Hawaii Revised Statutes, to prohibit the resumption of work for any person who is issued a citation for operating without a license until a hearing is conducted, and provide a $10,000-per-day fine for operating without a license.

RELATING TO AUTOMATED TELLER MACHINES. Requires that an agreement to operate or share an automated teller machine may not prohibit, limit, or restrict the right of the owner or operator of the automated teller machine to charge a customer transaction fee.

RELATING TO LIQUOR LICENSES. Extends the period of time, from 1 to 3 years, that an applicant who has been denied or refused a liquor license must wait before becoming eligible to submit another application.

RELATING TO LIQUOR LICENSES. Establishes winery class of liquor license. Authorizes wineries to sell wine for consumption off-premises.

Persons wishing to testify should submit testimony in one of the following ways at least 24 hours prior to the hearing:
· In person: 1 copy of their testimony to the committee clerk, Room 407, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
