Requires applicants for acupuncture licensure who graduated from foreign institutes to have their educational information evaluated by a professional crediting evaluator as a prerequisite for taking an exam and getting a license in Hawaii.

RELATING TO THE SAFETY OF MINORS ON ALL-TERRAIN VEHICLES.

Mandates use of safety helmets by minors when riding all-terrain vehicles.  Prohibits the lease, rent, loan, or sale of all terrain vehicles to minors unless a safety helmet is provided to the operator.  Effective 07/01/2020.  (HB2364 HD1)

RELATING TO WIRELESS ENHANCED 911.

Reduces the monthly surcharge on wireless telephone accounts for deployment of system to locate wireless 911 callers.  Requires wireless enhanced 911 board to annually present a 2‑year plan to the legislature of the level of surcharge necessary to support expenditures for the next two fiscal years, and return of surplus surcharge funds.  Requires the Auditor to perform a financial and management audit of the wireless enhanced 911 fund.  (HB3367 HD1)

RELATING TO WATER RATES.

Establishes a process for just and reasonable water rates for farming operations with PUC oversight, but excludes the water supplier from the definition of a "public utility."

RELATING TO AGRICULTURAL WATER SECURITY.

RELATING TO PHOTOVOLTAIC ENERGY.

Authorizes the public utilities commission, after first assessing beneficial impacts, to establish a photovoltaic rebate program to all grid-connected residential, community-center, and small business utility customers within electric utility service areas.  (HD1)

RELATING TO CONDOMINIUMS.

Makes amendments to the recodified condominium law in chapter 514B, Hawaii Revised Statutes, to clarify and improve implementation of its provisions.
