Madam:
Your Committees on Agriculture and Hawaiian Affairs and Water and Land and Intergovernmental and Military Affairs, to which was referred S.R. No. 76 entitled:
"SENATE RESOLUTION URGING THE DEPARTMENT OF AGRICULTURE, OFFICE OF PLANNING, LAND USE COMMISSION, HONOLULU CITY COUNCIL, AND CITY AND COUNTY OF HONOLULU TO SUPPORT AND FURTHER THE DESIGNATION OF GALBRAITH LANDS AS IMPORTANT AGRICULTURAL LANDS, AND PRESERVE AND PERPETUATE THEM AS AGRICULTURAL LANDS,"
beg leave to report as follows:
The purpose of this measure is to:
(1) Urge the City and County of Honolulu to initiate and advance the process to identify and map the Galbraith lands as important agricultural lands;
(2) Urge the Honolulu City Council to adopt important agricultural land maps delineating the Galbraith lands, once the land maps are submitted;
(3) Urge the Department of Agriculture and Office of Planning to support the designation of the Galbraith lands as important agricultural lands;
(4) Urge the Land Use Commission, upon receipt of the important agricultural land maps delineating the Galbraith lands, to identify and designate the Galbraith lands as important agricultural lands; and
(5) Urging the Land Use Commission and the City and County of Honolulu, once the Galbraith lands are identified and designated as important agricultural lands, to restrict the land use to facilitate the long-term dedication of the Galbraith lands as agricultural lands to preserve and perpetuate the lands for the continuing benefit of the people of Hawaii.
Testimony in support of this measure was submitted by the Kawaihapai Ohana. The Office of Planning submitted testimony in support of the intent of this measure.
The George Galbraith Trust lands, i.e., "Galbraith lands," are current and former pineapple plantation lands located north of Wahiawa, Oahu. Your Committees find that the Galbraith lands are a prime example of agricultural lands that have a special historical, cultural, and visual value to the people of Hawaii. Your Committees further find that as an alternative to acquiring the Galbraith lands, the State should restrict the land use to preserve and perpetuate the Galbraith lands as agricultural for the continuing benefit of the people of Hawaii.
As affirmed by the records of votes of the members of your Committees on Agriculture and Hawaiian Affairs and Water and Land and Intergovernmental and Military Affairs that are attached to this report, your Committees concur with the intent and purpose of S.R. No. 76 and recommend its adoption.
