Madam:
Your Committees on Agriculture and Hawaiian Affairs and Tourism and Government Operations, to which was referred S.R. No. 121 entitled:
"SENATE RESOLUTION REQUESTING THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO DEVELOP A PLAN TO HAVE ALL SIGNS AT THE STATE CAPITOL PRINTED IN ENGLISH AND HAWAIIAN,"
beg leave to report as follows:
The purpose of this measure is to request that the Department of Accounting and General Services develop a plan, with anticipated costs and proposed legislation, to have all signs at the State Capitol printed in English and Hawaiian.
Testimony in support of this measure was submitted by the Office of Hawaiian Affairs. The Department of Accounting and General Services submitted questions regarding this measure.
Your Committees find that the presence of signage throughout the State Capitol printed in both the English and Hawaiian languages would reflect the State's allegiance to preserving and promoting Hawaiian culture and would also help to revitalize and encourage the usage of the Hawaiian language.
Your Committees note that they anticipate that the questions raised by the Department of Accounting and General Services will be addressed in the requested plan. Your Committees further note that they do not expect any excessive financial impacts as a result of the replacement or repair of existing signage with signs printed in both English and Hawaiian.
Your Committees have amended this measure by clarifying this measure to reflect that the signage printed in both English and Hawaiian is only meant to apply to replacement signage in the course of their regularly scheduled repair or replacement.
As affirmed by the records of votes of the members of your Committees on Agriculture and Hawaiian Affairs and Tourism and Government Operations that are attached to this report, your Committees concur with the intent and purpose of S.R. No. 121, as amended herein, and recommend its adoption in the form attached hereto as S.R. No. 121, S.D. 1.
