Madam:
Your Committee on Human Services and Public Housing, to which was referred S.C.R. No. 98 entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE AUDITOR TO CONDUCT A FINANCIAL AND MANAGEMENT AUDIT OF THE HAWAII DISABILITY RIGHTS CENTER,"
begs leave to report as follows:
The purpose of this measure is to request that the Auditor perform a financial and management audit of the Hawaii Disability Rights Center.
Testimony in support of this measure was submitted by four private citizens. Testimony in opposition to this measure was submitted by the Hawaii Disability Rights Center.
Your Committee finds that an audit is warranted to assess to what extent the Hawaii Disability Rights Center is meeting the protection and advocacy objectives with which it is charged, and to what extent the Center is organized, managed, and makes efficient use of funds and resources.
Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity and style.
As affirmed by the record of votes of the members of your Committee on Human Services and Public Housing that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 98, as amended herein, and recommends that it be referred to the Committee on Ways and Means, in the form attached hereto as S.C.R. No. 98, S.D. 1.
