STAND. COM. REP. NO. 2915

Honolulu, Hawaii

RE:    S.C.R. No. 7

       S.D. 1

Honorable Colleen Hanabusa

President of the Senate

Twenty-Fourth State Legislature

Regular Session of 2008

State of Hawaii

Madam:

Your Committees on Human Services and Public Housing and Tourism and Government Operations and Intergovernmental and Military Affairs, to which was referred S.C.R. No. 7 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE STATE AND COUNTIES TO COMPILE AN INVENTORY OF ABANDONED, EXCESS, AND UNDERUTILIZED PROPERTIES UNDER THEIR RESPECTIVE JURISDICTION,"

beg leave to report as follows:

The purpose of this measure is to request that certain statewide state and city agencies compile an inventory of abandoned, excess, and underutilized properties under their respective jurisdiction to determine whether these properties may be suitable for the provision of human services.

Comments on the measure were submitted by the Department of Land and Natural Resources.

Your Committees find that there are human services agencies in critical need of office space and an inventory of potential relocation sites would be a first step in helping those agencies more successfully provide essential services to the disadvantaged.

Your Committees have amended this measure by making nonsubstantive amendments throughout the measure for the purposes of clarity and style.

As affirmed by the records of votes of the members of your Committees on Human Services and Public Housing and Tourism and Government Operations and Intergovernmental and Military Affairs that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 7, as amended herein, and recommend its adoption in the form attached hereto as S.C.R. No. 7, S.D. 1.

Respectfully submitted on behalf of the members of the Committees on Human Services and Public Housing and Tourism and Government Operations and Intergovernmental and Military Affairs,
