STAND. COM. REP. NO. 3506

Honolulu, Hawaii

RE:    S.C.R. No. 41

       S.D. 1

Honorable Colleen Hanabusa

President of the Senate

Twenty-Fourth State Legislature

Regular Session of 2008

State of Hawaii

Madam:

Your Committee on Ways and Means, to which was referred S.C.R. No. 41, S.D. 1, entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE AUDITOR TO CONDUCT A SUNRISE REVIEW OF THE INDUSTRIAL HYGIENE, SAFETY, AND HEALTH PHYSICS PROFESSIONS,"

begs leave to report as follows:

The purpose of this measure is to request the Auditor to conduct a sunrise review of the industrial hygiene, safety, and health physics professions, which are proposed to be regulated under S.B. No. 2075 (2008).

No testimony was submitted to your Committee.  However, your Committee notes that testimony in support of the measure was submitted to the prior committee.

Your Committee believes that a sunrise review will assist the Legislature in determining whether the public health and safety will be served by requiring individuals who represent themselves as experts in the control of workplace hazards to meet minimum educational and experience requirements.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 41, S.D. 1, and recommends its adoption.

Respectfully submitted on behalf of the members of the Committee on Ways and Means,
