Madam:
Your Committees on Human Services and Public Housing and Tourism and Government Operations and Intergovernmental and Military Affairs, to which was referred S.C.R. No. 26 entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE STATE AND COUNTIES TO PROVIDE FOR THE SHARING OF THE SAME LOCATION FOR EDUCATIONAL, RECREATIONAL, HEALTH, AND HUMAN SERVICES PROGRAMS IN PROPERTIES THAT ARE ABANDONED, EXCESS, AND UNDERUTILIZED PROPERTIES UNDER THEIR RESPECTIVE JURISDICTION,"
beg leave to report as follows:
The purpose of this measure is to request the Department of Education, Department of Land and Natural Resources, and the planning departments of the respective counties to compile lists of underutilized properties that may be converted for use by human services agencies.
Testimony in opposition to this measure was submitted by the Department of Education. Comments on the measure were submitted by the Department of Land and Natural Resources.
Your Committees find that there may be a number of underutilized state and county properties that may be used to fill a critical need for office space among human services agencies that would also provide for the public good.
Your Committees have amended this measure by:
(1) Incorporating the comments of the Department of Education to remove public schools with declining enrollment from the list of properties to be compiled, and remove the requirement of pictures of buildings to be included in the reports to be compiled;
(2) Amending its title for the purposes of clarity and style; and
(3) Making other technical, nonsubstantive amendments for the purposes of clarity and style.
As affirmed by the records of votes of the members of your Committees on Human Services and Public Housing and Tourism and Government Operations and Intergovernmental and Military Affairs that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 26, as amended herein, and recommend its adoption in the form attached hereto as S.C.R. No. 26, S.D. 1.
