Madam:
Your Committee on Economic Development and Taxation, to which was referred S.C.R. No. 225 entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE HAWAI‘I STATE FOUNDATION ON CULTURE AND THE ARTS TO ESTABLISH THE HAWAI‘I CAPITAL CULTURAL DISTRICT TASK FORCE,"
begs leave to report as follows:
The purpose of this measure is to request the Hawai‘i State Foundation on Culture and the Arts to establish the Hawai‘i Capital Cultural District Task Force to review the current operations of the Hawai‘i State Art Museum and its long range plans for operations and growth, with respect to the museum's location in the No. 1 Capitol District Building.
The State Foundation on Culture and the Arts (SFCA) submitted comments.
Your Committee finds that there is a plan in place that would appear to duplicate much of the work requested of the task force established in this measure.
Your Committee has amended this measure by deleting its title and content and replacing it as follows:
(1) With a title to read, "ACKNOWLEDGING THE WORK OF THE STATE FOUNDATION ON CULTURE AND THE ARTS IN SUPPORTING ARTS AND CULTURE IN HAWAII, AND REQUESTING THAT AS AGENCIES MOVE FROM THE NO. 1 CAPITOL DISTRICT BUILDING, THE VACATED SPACE SHALL BE ASSIGNED TO THE STATE FOUNDATION ON CULTURE AND THE ARTS AND THE STATE ART MUSEUM";
(2) With six new WHEREAS clauses relating the history of the SFCA, the SFCA's Art in Public Places Program, the State Art Museum, and the need for additional space to house these important cultural programs; and
(3) With three new BE IT RESOLVED clauses to:
(A) Acknowledge the work of the SFCA in supporting arts and culture in Hawaii;
(B) Request that as agencies move from the No. 1 Capitol District Building, the vacated space be assigned to the SFCA and the State Art Museum; and
(C) Request that when the SFCA and the museum occupy the majority of square footage in the building, the building be renamed "The Hawaii State Art Museum".
As affirmed by the record of votes of the members of your Committee on Economic Development and Taxation that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 225, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 225, S.D. 1.
