Your Committees on Intergovernmental and Military Affairs and Education, to which was referred S.C.R. No. 205 entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF URBAN AND REGIONAL PLANNING OF THE UNIVERSITY OF HAWAI‘I AT MANOA TO PROVIDE A WRITTEN STATUS REPORT OR BRIEF THE LEGISLATURE ON THE PROPOSED NATIONAL DISASTER PREPAREDNESS TRAINING CENTER,"
beg leave to report as follows:
The purpose of this measure is to request the Department of Urban and Regional Planning of the University of Hawai‘i at Manoa to provide a written report or provide a briefing to the Legislature on the proposed National Disaster Preparedness Training Center.
Your Committees held a public hearing on a proposed S.D. 1, which requests the State Department of Defense to extend the time for eligibility to receive educational benefits for active duty guard servicemembers.
Your Committees find that military service offers many benefits, one of which includes educational benefits through the Montgomery GI Bill – Selected Reserve (MGIB – SR) which is an education assistance program that was enacted by Congress to benefit the high-quality men and woman enrolled in the Selected Reserve of the Army, Navy, Air Force, Marine Corps, Coast Guard, and Air National Guard.
Your Committees also find that state educational benefits are also available to members of the Hawaii National Guard; however, servicemembers that are called to active duty or were on active duty but no longer enlisted may not be able to take the full state educational benefits that they were eligible for when they joined military service.
Accordingly, your Committees have amended this measure by deleting its contents and replacing it with language that requests the State Department of Defense to extend the time for eligibility to receive educational benefits for active duty guard service members, including changing the measure's title, and providing supporting facts therefor.
As affirmed by the records of votes of the members of your Committees on Intergovernmental and Military Affairs and Education that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 205, as amended herein, and recommend its adoption in the form attached hereto as S.C.R. No. 205, S.D. 1.
