Madam:

 

     Your Committees on Education and Intergovernmental and Military Affairs, to which was referred S.C.R. No. 192 entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING KAUAI COMMUNITY COLLEGE TO WORK WITH THE KAUAI POLICE DEPARTMENT TO EXPLORE THE DEVELOPMENT OF AN ASSOCIATE OF SCIENCE DEGREE PROGRAM IN CRIMINAL JUSTICE,"

 

beg leave to report as follows:

 

     The purpose of this measure is to request Kauai Community College to work with the Kauai Police Department to explore the development of an associate of science degree program in criminal justice.

 

     Testimony in support of the measure was submitted by one individual.  Comments on the measure were submitted by the University of Hawaii System.

 

     Your Committees find that Kauai Police Department has experienced difficulty in recruiting and retaining qualified police officers to work in its rural community.  Increasing the number of qualified candidates who already reside in Kauai would address this problem.  This measure requests Kauai Community College, the island's sole postsecondary educational institution, to explore developing a degree program in criminal justice.  Your Committees determine that such effort will expand the pool of candidates for the police force in Kauai and help to ensure the safety and protection of the island's residents.

 

     As affirmed by the records of votes of the members of your Committees on Education and Intergovernmental and Military Affairs that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 192 and recommend its adoption.
