Madam:

 

     Your Committee on Education, to which was referred S.C.R. No. 180 entitled:

 

"SENATE CONCURRENT RESOLUTION OFFERING SUPPORT TO THE UNIVERSITY OF HAWAII IN ITS EFFORTS TO ENHANCE AND DIVERSIFY ITS SOURCES OF REVENUE AND MAXIMIZE USE OF ITS FACILITIES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to support the University of Hawaii in its efforts to enhance and diversify its sources of revenue and maximize the use of its facilities.

 

     Testimony in support of the measure was submitted by the University of Hawaii at Manoa.

 

     Your Committee finds that the University of Hawaii System is the sole public postsecondary educational system in the State, and serves as the premier in the Pacific region.  The University of Hawaii maintains efforts to enhance and diversify its revenue base, including through the rental of its facilities for public and private events.  Your Committee further finds that, pursuant to a Honolulu City Council Resolution, the University of Hawaii, however, is prohibited from utilizing certain facilities for activities of a commercial nature, except under certain circumstances.  This measure supports the University of Hawaii in its efforts to enhance and diversify its sources of revenue and maximize the use of its facilities and urges the Honolulu City Council to amend its policy restricting or prohibiting the University's use of its facilities for revenue generating purposes.  Your Committee determines that supporting and increasing the University's opportunities and efforts to generate revenues and utilize its facilities will contribute greatly to the effective and efficient operations of the University.

 

     As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 180 and recommends its adoption.
