Madam:
Your Committee on Human Services and Public Housing, to which was referred S.C.R. No. 137 entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE CONVENING OF A TASK FORCE TO ADDRESS THE ISSUE OF SHARING CRIMINAL BACKGROUND INFORMATION BETWEEN THE FEDERAL AND STATE GOVERNMENT,"
begs leave to report as follows:
The purpose of this measure is to request the convening of a task force to identify the legal and logistical impediments to the sharing of criminal background information of immigrants between the federal government and the State and between state departments.
Testimony in support of this measure was submitted by the Department of Education.
Your Committee finds that this measure and the task force that it calls for are necessary to provide potentially critical criminal background information on individuals who may pose a risk to the safety and well-being of Hawaii residents.
Your Committee has amended this measure and its title by making technical, nonsubstantive amendments for the purposes of clarity and style.
As affirmed by the record of votes of the members of your Committee on Human Services and Public Housing that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 137, as amended herein, and recommends that it be referred to the Committee on Judiciary and Labor, in the form attached hereto as S.C.R. No. 137, S.D. 1.
