Madam:

 

     Your Committees on Water and Land and Human Services and Public Housing, to which was referred S.C.R. No. 119 entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE BOARD OF LAND AND NATURAL RESOURCES TO LEASE APPROXIMATELY 13.2 ACRES OF STATE-OWNED PUBLIC LAND NEAR KE‘EHI LAGOON,"

 

beg leave to report as follows:

 

     The purpose of this measure is to request that the Board of Land and Natural Resources ("Board") lease approximately 13.2 acres of State owned land near Keehi Lagoon to Pacific Gateway Center at a nominal lease rent for the Keehi Community Resource Center ("Center").

 

     Testimony in support of this measure was submitted by Paradise Cruise, Ltd. and Pacific Gateway Center.  The Department of Land and Natural Resources submitted testimony in support of the intent of this measure.

 

     Your Committees find that both Pacific Gateway Center and Oahu Head Start provide community services and are working together to create a one-stop service center to be known as the Keehi Community Resource Center.  The Center is being planned to be located on approximately 13.2 acres of vacant and unimproved state-owned public land located near Keehi Lagoon.  Your Committees further find that pursuant to section 171-43.1, Hawaii Revised Statutes, the Board is permitted to lease public lands, by direct negotiation and for nominal consideration, to a qualified eleemosynary organization.  Your Committees find that it would be in the public interest for the Board to lease the 13.2 acres near Keehi Lagoon to Pacific Gateway Center for nominal consideration, to be used for the Center.

 

     As affirmed by the records of votes of the members of your Committees on Water and Land and Human Services and Public Housing that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 119 and recommend its adoption.
