STAND. COM. REP. NO. 3167

Honolulu, Hawaii

RE:    S.C.R. No. 113

Honorable Colleen Hanabusa

President of the Senate

Twenty-Fourth State Legislature

Regular Session of 2008

State of Hawaii

Madam:

Your Committees on Judiciary and Labor and Education, to which was referred S.C.R. No. 113 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE EDUCATIONAL WORKFORCE WORKING GROUP TO CONTINUE ITS WORK TO PLAN AND IMPLEMENT THE RECOMMENDATIONS PROPOSED IN ITS 2007 REPORT TO THE LEGISLATURE,"

beg leave to report as follows:

The purpose of this measure is to request the Educational Workforce Working Group to continue its work for planning and implementing recommendations from its 2007 report to the Legislature.

Testimony in support of the measure was submitted by the Department of Education and the Office of Hawaiian Affairs.

Your Committees find that the Legislature, pursuant to Act 283, Session Laws of Hawaii 2007, established the Educational Workforce Working Group, to address workforce needs and methods for increasing the workforce supply in the State.  Currently, workforce needs in the State are not being adequately met, and the State must develop innovative and alternative means for providing an adequate, qualified workforce to meet Hawaii's needs.  The Educational Workforce Working Group made several recommendations in its 2007 report to the Legislature.  This measure requests the Educational Workforce Working Group to continue its work to plan and implement its recommendations.  Your Committees support the Working Group and its recommendations and believe its continued work will help to grow and support the workforce needs of the State.

As affirmed by the records of votes of the members of your Committees on Judiciary and Labor and Education that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 113 and recommend its adoption.

Respectfully submitted on behalf of the members of the Committees on Judiciary and Labor and Education,
