Your Committee on Human Services and Public Housing, to which was referred H.C.R. No. 93, H.D. 1, entitled:
"HOUSE CONCURRENT RESOLUTION ENCOURAGING PARTICIPATION IN THE STATEWIDE BLACK RIBBON AND BLACK ARM BAND CAMPAIGN AGAINST DOMESTIC VIOLENCE,"
begs leave to report as follows:
The purpose of this measure is to encourage participation in the statewide blank ribbon and black arm band campaign to show support for ending all forms of domestic violence.
Oral testimony in support of this measure was given by a member of the House of Representatives and the Hawaii State Coalition Against Domestic Violence.
Your Committee finds that domestic violence continues to be a grave problem that can create unfortunate ripple effects throughout many sectors of the community. Your Committee further finds that this measure calls for a campaign against domestic violence that will raise community awareness of issues associated with domestic violence, through the visibility of ribbons and arm bands and community workshops, and can lead to personal and collective action to stop all forms of domestic violence where they may occur.
Your Committee has amended this measure and its title by incorporating the comments of the Hawaii State Coalition Against Domestic Violence to change the color of the ribbons and arm bands from black to purple, to coincide with a national campaign against domestic violence.
As affirmed by the record of votes of the members of your Committee on Human Services and Public Housing that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 93, H.D. 1, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 93, H.D. 1, S.D. 1.
