Madam:
Your Committee on Water and Land, to which was referred H.C.R. No. 347 entitled:
"HOUSE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO PROCEED IMMEDIATELY WITH THE ADOPTION OF RULES TO REGULATE THE ORNAMENTAL REEF FISHERY INDUSTRY IN SOUTH MAUI AND KANEOHE BAY,"
begs leave to report as follows:
The purpose of this measure is to urge the Department of Land and Natural Resources (DLNR) to proceed immediately with the adoption of rules to regulate the ornamental reef fish industry in South Maui and Kaneohe Bay.
Testimony in support of this measure was submitted by four individuals. The Office of Hawaiian Affairs submitted testimony in support of the measure with amendments. DLNR submitted testimony expressing appreciation of the intent of the measure and offering comments. Two individuals submitted testimony commenting on the measure.
Your Committee recommends that DLNR look to the Fishing Replenishment Area established in West Hawaii as a model if it is appropriate to do so in this case.
Your Committee has amended this measure by amending the word "immediately" to "expeditiously" in both the title and in the body of the measure with regard to the request being made to DLNR to adopt rules to regulate the ornamental reef fishery industry in South Maui and Kaneohe Bay.
As affirmed by the record of votes of the members of your Committee on Water and Land that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 347, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 347, S.D. 1.
