     Your Committees on Health and Human Services and Public Housing, to which was referred H.C.R. No. 21, H.D. 1, entitled:

 

"HOUSE CONCURRENT RESOLUTION URGING THE DEPARTMENTS OF HEALTH AND HUMAN SERVICES TO WORK TOGETHER TO DEVELOP A STANDARDIZED, WORKABLE POLICY TO PROTECT THE ELDERLY WITHOUT COMPROMISING RESIDENT CARE, AND THAT ENCOURAGES MORE PEOPLE TO BECOME ADULT RESIDENTIAL CARE HOME OR COMMUNITY CARE FOSTER FAMILY HOME OPERATORS,"

 

beg leave to report as follows:

 

     The purpose of this measure is to urge the Departments of Health and Human Services to work together to develop a standardized, workable policy to protect the elderly without compromising resident care, and that encourages more people to become adult residential care home or community care foster family home operators.

 

     Your Committees received testimony in support of this measure from the Department of Health.  Your Committees received testimony in opposition to this measure from the Department of Human Services.

 

     Your Committees have adopted the recommendation of the Department of Health and amended this measure by deleting the provision that states that "an ARCH or CCFFH that cares for chronically ill residents needing skilled nursing care will be subject to DOH's medical-based guidelines as well as DHS's policies based on a social services point of view" because community care foster family home's are not subject to the Department of Health's guidelines.

 

     As affirmed by the records of votes of the members of your Committees on Health and Human Services and Public Housing that are attached to this report, your Committees concur with the intent and purpose of H.C.R. No. 21, H.D. 1, as amended herein, and recommend its adoption in the form attached hereto as H.C.R. No. 21, H.D. 1, S.D. 1.
