Madam:

 

     Your Committee on Intergovernmental and Military Affairs, to which was referred H.C.R. No. 194 entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING THE U.S. NAVY TO CLEAR THE COASTLINE OF LOWER WAIPAHU UNDER THEIR JURISDICTION FROM INVASIVE PLANT-LIFE AND EXCESSIVE FOLIAGE FOR SAFETY AND AESTHETIC PURPOSES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the U.S. Navy to clear the coastline of lower Waipahu from invasive plant-life, excessive foliage and large bulky debris.

 

     Your Committee did not receive any testimony on this measure.

 

     Your Committee finds that the shoreline of lower Waipahu adjacent to the West Loch Estates, which is under the jurisdiction of the U.S. Navy is overgrown with invasive plant species and  excessive foliage, and marred with abandoned vehicles, bulky items, and other discarded debris.

 

     Your Committee also finds that this situation not only creates a safety hazard, but gives rise to illicit activities and is an eyesore to the shoreline area, thus affecting the enjoyment of its users and visitors.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purpose of clarity.

 

     As affirmed by the record of votes of the members of your Committee on Intergovernmental and Military Affairs that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 194, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 194, S.D. 1.
