Madam:

     Your Committee on Human Services and Public Housing, to which was referred H.C.R. No. 172 entitled:

"HOUSE CONCURRENT RESOLUTION REQUESTING THE AUDITOR TO CONDUCT A MANAGEMENT AND FINANCIAL AUDIT OF THE HAWAII PUBLIC HOUSING AUTHORITY'S PUNCHBOWL HOMES FACILITY,"

begs leave to report as follows:

     The purpose of this measure is to request that the Auditor conduct a management and financial audit of the Hawaii Public Housing Authority's Punchbowl Homes facility to address reports of disrepair, noncompliance with the Americans with Disabilities Act, and other concerns, and submit its findings and recommendations to the 2009 Legislature.

     Testimony in support of this measure was submitted by seventeen private citizens.  Written comments on the measure were submitted by the Hawaii Public Housing Authority. 

     Your Committee finds that in light of numerous reports of resident concerns at the Punchbowl Homes facility, a financial and management audit may be necessary to ensure that the facility is being properly maintained.

     As affirmed by the record of votes of the members of your Committee on Human Services and Public Housing that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 172, and recommends that it be referred to the Committee on Ways and Means.
