Madam:
Your Committee on Intergovernmental and Military Affairs, to which was referred H.C.R. No. 114 entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE CIVIL DEFENSE DIVISION OF THE DEPARTMENT OF DEFENSE TO CONDUCT A STUDY TO DETERMINE THE FEASIBILITY OF ALLOWING THE FACILITIES AT LUALUALEI, WHICH ARE OWNED BY THE UNITED STATES NAVY, TO BE USED AS AN EMERGENCY SHELTER FOR CIVILIANS,"
begs leave to report as follows:
The purpose of this measure is to request the Civil Defense Division of the State Department of Defense to perform a feasibility study of the U.S. Navy Magazine facilities at Lualualei to determine whether these facilities can be used as a public emergency shelter.
Your Committee received testimony in opposition to this measure from the State Department of Defense.
Your Committee recognizes the increase in number and severity of natural disasters occurring in the State and the need to have a comprehensive emergency preparedness program which includes emergency shelters for the evacuation of its residents, tourists, and special needs population.
Your Committee finds that there is a shortage of emergency shelters statewide and that communities such as Waianae, Makaha, Makua, Honokai Hale, Nanakuli, and Lualualei, are especially vulnerable during times of emergency since the main access roadway to these communities may be shut down or be limited in use. Your Committee also finds that the Lualualei Naval Magazine facilities are located in close proximity to the communities on the west side of Oahu and would serve these areas well by providing immediate response and recovery evacuation facilities.
Your Committee has amended this measure by removing the State Civil Defense Director from the list of persons to whom this measure will be transmitted, and by making technical, nonsubstantive amendments for the purposes of clarity and style.
As affirmed by the record of votes of the members of your Committee on Intergovernmental and Military Affairs that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 114, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 114, S.D. 1.
