Madam:

 

     Your Committees on Agriculture and Hawaiian Affairs and Education, to which was referred H.B. No. 3309, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"

 

beg leave to report as follows:

 

     The purpose of this measure is to support the University of Hawaii College of Tropical Agriculture and Human Resources (CTAHR) by appropriating funds for it to move its agribusiness incubator and Poamoho station projects and personnel to a site in Kunia.

 

     Testimony in support of this measure was submitted by the University of Hawaii System, Dole Food Company Hawaii, Hawaii Agriculture Research Center, and one individual.  Testimony in support of the intent of this measure was submitted by the Agribusiness Development Corporation and Department of Agriculture.

 

     Your Committees have amended this measure by adding a Part II which provides an unspecified appropriation for the completion of the renovation of the Komohana Agricultural Complex in Hilo.  It is the recommendation of your Committees that the Committee on Ways and Means consider inserting the amount of six million dollars for the purpose of Part II of this measure.

 

     As affirmed by the records of votes of the members of your Committees on Agriculture and Hawaiian Affairs and Education that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 3309, H.D. 1, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 3309, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
