Your Committee on Transportation and International Affairs, to which was referred H.B. No. 3249, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"
begs leave to report as follows:
The purpose of this measure is to prohibit parking of motor vehicles on bicycle lanes or bicycle paths, and to establish a fine of up to $500 per violation.
Testimony in support of this measure was received from the Department of Transportation and one individual.
Your Committee finds that bikeways throughout the State are often located adjacent to heavily traveled roads and highways, and when bikeways are blocked by parked cars, safety for both bicyclists and drivers is compromised. This measure would improve traffic safety by ensuring that bikeways remain clear of parked vehicles.
As affirmed by the record of votes of the members of your Committee on Transportation and International Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 3249, H.D. 1, and recommends that it pass Second Reading and be referred to the Committee on Judiciary and Labor.
