Madam:

 

     Your Committee on Ways and Means, to which was referred H.B. No. 3197, S.D. 1, entitled:

 

"A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF TRANSPORTATION FOR THE STATE HIGHWAY SYSTEM,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate $21,253,032 from the state highway fund for operating and maintenance costs of the state highway system for fiscal year 2007-2008.

 

     Your Committee received testimony in support of this measure from the Hawaii Transportation Association.

 

     Your Committee finds that this emergency appropriation from the state highway fund is necessary to cover the rising costs of operating and maintaining the state highway system for fiscal year 2007-2008.  The appropriation will ensure the continued safety of the public.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 3197, S.D. 1, and recommends that it pass Third Reading.
