Madam:

 

     Your Committee on Ways and Means, to which was referred H.B. No. 3120, H.D. 2, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO ANIMAL QUARANTINE FACILITIES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to give the Board of Agriculture greater flexibility to contract with third parties for the use of animal quarantine property or facilities.

 

     Specifically, this measure authorizes the Board of Agriculture to contract with third parties for the use or rental of animal quarantine property or facilities that are not required for use under the animal quarantine program without the need to lease or rent the property or facilities at fair market value.

 

     Your Committee received testimony in support of this measure from the Department of Agriculture and the Hawaiian Humane Society.

 

     Your Committee finds that this measure will allow the Department of Agriculture's animal quarantine program to more efficiently use nonessential animal quarantine facilities in an appropriate manner.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 3120, H.D. 2, S.D. 1, and recommends that it pass Third Reading.
