Your Committee on Judiciary and Labor, to which was referred H.B. No. 3011, H.D. 1, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO MOTOR VEHICLE REGISTRATION,"
begs leave to report as follows:
The purpose of this measure is to allow for greater flexibility in granting special motor vehicle registration under the State's administrative revocation law, by requiring the Administrative Director of the Courts to also consider the impact, including adverse effects on the respondent's household members, of refusing to grant the special motor vehicle registration.
Your Committee finds that oftentimes a driver who has had a motor vehicle registration administratively revoked is a co-registrant with a family member for the motor vehicle. For example, a parent may be a co-registrant with an adult child whose license was administratively revoked. Depriving an otherwise law abiding co-registrant of the ability to use their motor vehicle may in certain instances be too onerous a penalty and cause an undue hardship on the non-offending co-registrant. This measure facilitates that consideration.
As affirmed by the record of votes of the members of your Committee on Judiciary and Labor that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 3011, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
