Madam:
Your Committee on Ways and Means, to which was referred H.B. No. 2672, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO PARKING,"
begs leave to report as follows:
The purpose of this measure is to repeal the cap on the permissible balance in the state parking revolving fund.
The Department of Accounting and General Services submitted comments on the measure.
Your Committee finds that the Comptroller is authorized to expend moneys from the state parking fund as necessary to defray the cost of paving parking areas; purchasing, installing, and operating parking meters; and controlling parking on state land within the Comptroller's jurisdiction. Currently, any moneys in excess of $500,000 remaining on balance in the state parking fund on June 30 of each fiscal year lapses and is transferred to the state general fund on July 1 of each year. Your Committee further finds that the repeal of the cap will enable the Department of Accounting and General Services to address parking maintenance and operational needs in a timely manner.
Upon further consideration, your Committee has amended this measure by making it effective on July 1, 2008.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2672, H.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2672, H.D. 2, S.D. 1, and be placed on the calendar for Third Reading.
