Madam:

 

     Your Committee on Ways and Means, to which was referred H.B. No. 2531, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE WEST MAUI TRANSPORTATION ACCESS PLAN,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Department of Transportation to develop a West Maui transportation access plan, which can serve as a model for developing plans in other areas having similar problems, such as West Kauai, Wainee, and the Kealakekua area.

 

     Specifically, this measure creates a temporary West Maui transportation access plan working group within the Department of Transportation to develop and submit a plan to the Legislature prior to the regular session of 2009; designates the members of the working group; allows a consultant to be contracted to develop the plan; and appropriates an unspecified amount to develop the plan, including the hiring of a consultant.

 

     The Department of Transportation submitted comments on this measure.

 

     Your Committee notes that, because the road in question is a state-owned road, the Director of Transportation should work with the Mayor of Maui County to ensure that appropriate administrative support is provided to the working group.

 

     Your Committee has amended this measure to correct the name of the Maui Visitors Bureau.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2531, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2531, H.D. 1, S.D. 2.
