Madam:

 

     Your Committees on Water and Land and Intergovernmental and Military Affairs, to which was referred H.B. No. 2526 entitled:

 

"A BILL FOR AN ACT RELATING TO THE STATE PLAN,"

 

beg leave to report as follows:

 

     The purpose of this measure is to add an objective in the State Plan to require that land development be in compliance with smart growth principles.

 

     Testimony in support of this measure was submitted by the Windward Ahupuaa Alliance and one individual.  Testimony in support of the intent of this measure was submitted by the Department of Business, Economic Development and Tourism and Hawaii Association of Realtors.

 

     Your Committees have amended this measure by adding a Part II which is the content of S.B. No. 2833, S.D. 1, which, among other things:

 

     (1)  Sets forth and adopts the Hawaii 2050 sustainability plan;

 

     (2)  Establishes a sustainability council to coordinate, implement, measure, and evaluate the progress of the Hawaii 2050 sustainability plan and its related activities; and

 

     (3)  Appropriates funds for the creation of the Sustainability Council.

 

     Your Committee has also amended this measure by making technical, nonsubstantive amendments for the purposes of clarity and style.

 

     As affirmed by the records of votes of the members of your Committees on Water and Land and Intergovernmental and Military Affairs that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2526, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 2526, S.D. 1, and be referred to the Committee on Commerce, Consumer Protection, and Affordable Housing.
