Madam:

 

     Your Committee on Human Services and Public Housing, to which was referred H.B. No. 2511, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO RENTAL ASSISTANCE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to provide qualified rental assistance applicants up to ninety days to find a qualified rental dwelling.

 

     Testimony in support of this measure was submitted by the Office of Hawaiian Affairs and one private citizen.  Testimony in opposition to this measure was submitted by the Hawaii Centers for Independent Living.  Written comments on the measure were submitted by the Hawaii Public Housing Authority.

 

     Your Committee finds that lower income households can face significant challenges finding an affordable rental housing unit, largely due to the insufficient number of such units.  Your Committee finds that this measure would give these households the extra time needed to secure a rental unit that is both affordable and appropriate for their household size and composition.  

 

     Accordingly, your Committee has amended this measure by replacing its contents with that of S.B. No. 3172, which provides qualified rental assistance applicants up to six months to find a qualified rental dwelling.

 

     As affirmed by the record of votes of the members of your Committee on Human Services and Public Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2511, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2511, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
