Your Committee on Ways and Means, to which was referred H.B. No. 2441 entitled:
"A BILL FOR AN ACT RELATING TO WORKERS' COMPENSATION,"
begs leave to report as follows:
The purpose of this measure is to require workers' compensation coverage for students employed by public employers who are participating in Department of Education or University of Hawaii school-approved work-based learning programs.
Your Committee received testimony in support of this measure from the Department of Education.
Your Committee finds that private employers are required to provide workers' compensation coverage to students in Department of Education or University of Hawaii school-approved work-based learning programs. This workers' compensation coverage, however, does not extend to students employed by public employers. This measure provides students employed by public employers the same workers' compensation protection as students employed by private employers.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2441, and recommends that it pass Third Reading.
