Madam:
Your Committee on Transportation and International Affairs, to which was referred H.B. No. 2437 entitled:
"A BILL FOR AN ACT RELATING TO TRAFFIC,"
begs leave to report as follows:
The purpose of this measure is to require the Director of Transportation to:
(1) Undertake a study to develop a comprehensive set of recommendations for improving traffic flow in the Central Oahu corridor;
(2) Establish a task force composed of area residents, appropriate state and county land use and transportation officials, and area developers to provide advice and assistance to the Department as it conducts the study;
(3) Submit the findings and recommendations to the Governor and the Legislature no later than December 31, 2008, including any necessary proposed legislation to implement the study's recommendations; and
(4) Appropriate funds to the Department for the study.
Testimony in support of this measure was received from Neighborhood Board No. 25 and one individual. The Department of Transportation submitted testimony in opposition.
Your Committee finds that the projected growth of residential housing in Central Oahu will have further adverse impacts on transit corridors that are already heavily used by residents and visitors alike.
Your Committee understands that undertaking a study of this magnitude is projected to cost approximately $1,000,000.
As affirmed by the record of votes of the members of your Committee on Transportation and International Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2437, and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
