Your Committee on Ways and Means, to which was referred H.B. No. 2369 entitled:
"A BILL FOR AN ACT RELATING TO THE AFTER-SCHOOL PLUS PROGRAM REVOLVING FUND,"
begs leave to report as follows:
The purpose of this measure is to clarify the Legislature's intent to support the After-School Plus Program primarily through program user fees.
Specifically, the measure limits funds deposited into the After-School Plus Program Revolving Fund to only fees or charges for participation in the program and interest earned on revolving fund deposits. The measure also clarifies that the revolving fund is part of the state treasury.
Testimony in support of the measure was submitted by the Department of Education.
Your Committee finds that the Department of Education's After-School Plus Program provides a safe, secure and nurturing after-school environment for public elementary school children whose parents work, attend school, or participate in job training programs. Your Committee finds that under this measure, which disallows the deposit of general funds into the fund, the After-School Plus Program Revolving Fund will meet the criteria of a true revolving fund.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2369, and recommends that it pass Third Reading.
