Madam:
Your Committee on Health, to which was referred H.B. No. 2283, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO TATTOO ARTISTS,"
begs leave to report as follows:
The purpose of this measure is to allow unlicensed tattoo artists to temporarily practice their art for educational, trade show, or product demonstration purposes by issuing temporary certificates of registration through the Department of Health.
Your Committee received testimony in support of this measure from two individuals. The Department of Health submitted comments on this measure.
Your Committee finds that the regulation of all tattoo artists should be changed from licensing to registration whereby the Department of Health will have means to continue to keep track of practitioners. Your Committee further finds that the Department of Health should be authorized to charge registration fees to offset the additional costs of implementing this measure.
Accordingly, your Committee has amended this measure by:
(1) Repealing the licensure procedures, requirements, and penalties regarding tattoo artists;
(2) Inserting language that requires all tattoo artists to register with the Department of Health;
(3) Including language that requires an initial registration fee of $75 and annual renewal fee of $7.50; and
(4) Making technical, nonsubstantive changes for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2283, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2283, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
