Madam:
Your Committee on Ways and Means, to which was referred H.B. No. 2164, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE CANCER RESEARCH SPECIAL FUND,"
begs leave to report as follows:
The purpose of this measure is to expand available revenue sources to support the Cancer Research Center of Hawaii.
More specifically, the measure:
(1) Allows the special fund to be used for capital improvements; and
(2) Requires that all other fees, charges, and other moneys received in conjunction with the programs of the Center and transfers from other accounts or funds, be deposited into the special fund.
The University of Hawaii System and the Tax Foundation of Hawaii submitted comments.
Your Committee finds that the increasing number of cancer patients in Hawaii has amplified the need for expanded cancer research in Hawaii. While the cigarette tax will continue to be the primary source of funding for the Center, this measure will provide for additional revenue sources that are vital for the furtherance of cancer care and research in Hawaii.
Upon further consideration, your Committee has amended this measure by replacing the term "capital improvements" with "capital expenditures", which is the measure's original wording, to allow for greater flexibility in building and financing the new cancer research center facility.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2164, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2164, H.D. 1, S.D. 1.
