Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 604, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Ralph Maxwell Mesick to have the necessary qualifications to be nominated to the Board of Directors of the Hawai‘i Housing Finance and Development Corporation.
Testimony in support of Mr. Mesick's nomination was submitted by the Hawaii Housing Finance and Development Corporation and three private individuals.
Mr. Mesick received his Bachelor of Business Administration degree in Finance from the University of Hawaii and his Master of Business Administration from the University of Wisconsin. He currently serves as an Executive Vice President at Bank of Hawaii where he is the manager of the credit administration division with the primary responsibility for the credit management of the bank's commercial loan portfolio. He also oversees appraisal and environmental risk management, commercial credit underwriting and analysis, and wholesale credit departments, and sits on the bank's credit policy committee.
Mr. Mesick is affiliated with numerous professional and community associations, including the Urban Land Institute Hawaii District Council, Hawaii Housing, the Pacific Educational Foundation (Job Corp of Hawaii), and the Kakaako Community Redevelopment Association, to name a few.
As the Executive Vice President in charge of commercial lending, Mr. Mesick has direct experience with the construction financing of affordable housing projects. He has over the years gained a wealth of knowledge regarding financing structure, development, operations, and occupancy of affordable housing projects, and has become adept in assessing the feasibility of affordable housing projects in the State. Mr. Mesick's demonstrated commitment, motivation, education, and professional experiences will greatly assist the Board of Directors of the Hawai‘i Housing Finance and Development Corporation.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
