Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 603, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Lance M. Marugame to have the necessary qualifications to be nominated to the State Board of Barbering and Cosmetology.
Testimony in support of Mr. Marugame's nomination was submitted by the Department of Commerce and Consumer Affairs.
Mr. Marugame is a graduate of Kauai High School and a graduate of Hawaii Institute of Hair Design. He opened his own shop, Lancers, in 1975, which he currently still owns and operates.
As a previous member of the Board, Mr. Marugame understands the mission and priorities of the Board, which is to protect the consumer and ensure that students are properly trained. He believes in and abides to a high standard of ethics, especially within the barber and cosmetology industries. His breadth and depth of experience and knowledge in a variety of different areas within the profession, gained over the span of his professional career, have been advantageous to the Board, especially in working to update the Board's Administrative Rules for the barbering profession. Mr. Marugame's demonstrated commitment, motivation, education, and professional experiences will greatly assist the State Board of Barbering and Cosmetology.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
