Your Committee on Education, to which was referred Governor's Message Nos. 577 and 578, submitting for study and consideration the nominations of:

Upon review of the background information provided, your Committee finds that Terry L. Holck holds a Bachelor's degree in Education from the University of Hawaii at Manoa and is a teacher at Voyager Charter School. Ms. Holck is being nominated for her first term of service on the Hawaii Teacher Standards Board representing licensed teachers regularly engaged in teaching on the island of Oahu. She has taught in elementary schools throughout her career, as well as served as a teacher trainer and computer learning center teacher. Ms. Holck is also actively involved in various community and professional organizations and activities.
Testimony in support of Ms. Holck was submitted by the Hawaii State Teachers Association and five individuals.
Upon review of the background information provided, your Committee finds that Janice Y. Shishido holds a Bachelor's degree from the University of Hawaii at Manoa, as well as a fifth year certificate in education, and is currently a teacher at Lihikai Elementary School. Ms. Shishido is being nominated for her first term of service on the Hawaii Teacher Standards Board representing licensed teachers regularly engaged in teaching on the island of Maui. She has taught in elementary schools throughout her career, as well as served as a licensed optician. Ms. Shishido is also actively involved in various community organizations and activities.
Testimony in support of Ms. Shishido was submitted by the Hawaii State Teachers Association and two individuals.
Your Committee questioned each nominee and received responses regarding the nominees' desire to serve, perception of the role and responsibilities of membership, qualifications for membership, and goals for the nominees' terms of service on the Hawaii Teacher Standards Board. Your Committee believes that the nominees adequately responded to the Committee's inquiries and demonstrated appropriate knowledge of and a commitment to work towards the goals of the Board, including addressing the teacher shortage problem in Hawaii, specifically the need for licensing and re-licensing more highly qualified teachers.
As affirmed by the records of votes of the members of your Committee on Education that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
