     Your Committee on Water and Land, to which was referred Governor's Message No. 543, submitting for study and consideration the nomination of: 

 

Commission on Water Resource Management

LAWRENCE H. MIIKE MD, JD,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     One interested individual submitted testimony in support of this nomination.

 

     Your Committee finds that Dr. Miike would satisfy the requirement that the Commission have a member having substantial experience in traditional Hawaiian water resource management techniques and in traditional riparian usage.  In 2004, Dr. Miike published the book "Water and the Law in Hawaii" which discussed, among other things, the role water played in the mythology and history of Hawaii and how water law has evolved from the ahupua'a system to the current urbanized state.  Dr. Miike presently represents the Commission as the hearings officer for the contested case in which there have been petitions filed to restore the four streams of Na Wai Eha on Maui.

 

     As affirmed by the record of votes of the members of your Committee on Water and Land that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
