Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Richard R. Houck to have the necessary qualifications to be nominated to the Commission on Transportation.
Your Committee received testimony in support of Richard R. Houck from the Department of Transportation.
Richard R. Houck, Rear Admiral, United States Coast Guard (ret) recently completed a thirty-two-year career in the Coast Guard, where he held leadership positions in operations, strategic planning, congressional and governmental relations, engineering, and financial management. In addition, he oversaw operations in the Pacific Northwest as District Commander; served as Assistant Commandant for Planning, Resources and Procurement (developing and executing an $8 billion annual budget); and served as the pre‑designated PFO (Principal Federal Official) for disasters in Puerto Rico and US Virgin Islands. Mr. Houck brings leadership, strategic planning, systems thinking, and team-building to the Commission. In his statement to the Committee, Mr. Houck also noted that it would be a particular honor to follow his father-in-law, Robert T. Leary, who served on the Commission in the 1970s.
As affirmed by the record of votes of the members of your Committee on Transportation and International Affairs that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
