     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 536, submitting for study and consideration the nomination of: 

 

Board of Private Detectives and Guards

LAWRENCE K. MAHUNA,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Lawrence K. Mahuna to have the necessary qualifications to be nominated to the Board of Private Detectives and Guards for a second term.

 

     Testimony in support of Chief Mahuna's nomination was submitted by the Department of Commerce and Consumer Affairs.

 

     Chief Mahuna is a graduate of Kamehameha School and received his Bachelor of Science degree in Psychology from Washington State University.  He has had an exemplary career in the Hawaii County Police Department since 1973 and served as its Assistant Chief from 1998 until 2002 when he was appointed Hawaii County's Chief of Police, which is the position he currently holds.

 

     Chief Mahuna currently serves as one of two county police chief members for the Board, which is required under section 463‑2, Hawaii Revised Statutes.  He is a conscientious member of the Board who contributes technical expertise and meaningfully participates in the Board's discussions and decisions.  Chief Mahuna's demonstrated commitment, motivation, education, and life experiences will greatly assist the Board of Private Detectives and Guards for a second term.

 

     As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
