Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 534, submitting for study and consideration the nomination of:

begs leave to report as follows:
Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Amy Stone Murai to have the necessary qualifications to be nominated to the State Board of Nursing.
Testimony in support of Ms. Murai's nomination was submitted by the Department of Commerce and Consumer Affairs, Kaiser Permanente Hawaii, and three private individuals.
Ms. Murai received her Bachelor of Science in Nursing from Boston University where she graduated magna cum laude, and received her Master of Science in Nursing from the University of Hawaii. She currently serves as a Clinical Research Nurse Coordinator for Kaiser Permanente Center for Health Research, and as a Nurse Practitioner for the Waianae Coast Comprehensive Health Center where she focuses on comprehensive women's health care issues. She has also served as a Clinical Coordinator in the areas of law, regulation, and reimbursement for the Department of Ambulatory Nursing Practice for Kaiser Permanente Hawaii.
Ms. Murai is a member of the American Nurses' Association, the Hawaii Nurses' Association, Sigma Theta Tau – International Honor Society of Nursing, the National Association of Nurse Practitioners in Women's Health, and the Hawaii Association of Professional Nurses. She is a licensed Registered Nurse (RN) and an Advanced Practice Registered Nurse (ARPN). She has volunteered her time to the community as a member of the Department of Education's Graduation Requirements Task Force, the Hawaii State Goals 2000 Task Force, and on several committees of the State and the National Parent, Student, Teacher Associations.
Ms. Murai is familiar with the Board as she has regularly attended its meetings for a number of years, and was requested by the Board to assist in drafting Administrative Rules relating to practical nurse, registered nurse, and advanced practice scopes of practice as well as advanced practice registered nurse prescriptive authority for non-controlled and controlled substances. Ms. Murai's demonstrated commitment, motivation, education, and professional experiences will greatly assist the State Board of Nursing.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
