Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 533, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Matthew J. Bishop to have the necessary qualifications to be nominated to the State Board of Nursing.
Testimony in support of Mr. Bishop's nomination was submitted by the Department of Commerce and Consumer Protection and one private individual.
Mr. Bishop received his Bachelor of Science in Nursing from the Deaconess College of Nursing in St. Louis, Missouri where he graduated cum laude. He later received his Master of Science in Nurse Anesthesia from Webster University where he submitted his thesis titled, "Comparing Ketorolac and Acetominophen in the Treatment of Post Operative Pain Control in Children Following Myringotomy Surgery". He currently serves as a Certified Registered Nurse Anesthetist at Tripler Army Medical Center where he plans, organizes, administers, monitors, and assesses general and regional anesthesia for elective and emergency surgical and obstetrical procedures for patients of all ages and states of health.
Mr. Bishop is a licensed Advance Practice Registered Nurse (APRN) who is currently serving as the President of the Hawaii Association of Nurse Anesthetists and has served in the past as a Federal Political Director of the Association. As a military nurse, he has served the United States with numerous deployments and is a veteran of Operation Iraqi Freedom. Among his military awards and decorations, he has received the Global War on Terrorism Service Medal, the Iraqi Campaign Medal, and Army Commendation medals.
Mr. Bishop has embodied the Army values of honor, integrity, duty, loyalty, respect, and selfless service. He is a quick and intelligent clinician who is articulate and well versed in all aspects of anesthesia nursing practice in both the clinical and political realm. Mr. Bishop's demonstrated commitment, motivation, nursing background, education, and professional experiences will greatly assist the State Board of Nursing.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
