Testimony in support of this nomination was submitted by the Department of Land and Natural Resources, Conservation Council for Hawai‘i, The Nature Conservancy of Hawai‘i, Coordinating Group on Alien Pest Species, County of Kaua‘i Department of Water and two individuals.
Mr. Menard satisfies the requirement of one of the six members with scientific qualifications and an academic degree and will fill the ecology subject matter position on the Commission. He received a Bachelor of Arts degree in Environmental Studies from the University of California, Santa Cruz and a Master's degree in Geography from the University of Hawaii at Manoa. Mr. Menard is presently the Kauai program director for The Nature Conservancy and the Kauai Watershed Alliance Coordinator.
As affirmed by the record of votes of the members of your Committee on Water and Land that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
