     Your Committee on Public Safety, to which was referred Governor's Message Nos. 512 and 599, submitting for study and consideration the nominations of:

DAVID MAKIJI MATSUURA,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal histories, resumes, and statements submitted by the nominees, and finds Theodore G. M. Jung and David Makiji Matsuura to have the necessary qualifications to be nominated to the Correctional Industries Advisory Committee.

 

     Your Committee received testimony in support of Theodore G. M. Jung from the Office of the Mayor for the City and County of Honolulu, Department of Public Safety, State of Hawaii Organization of Police Officers, and the State Representative from the Nineteenth House District.

 

     Theodore G. M. Jung was formally educated at Fairleigh Dickinson University in Teaneck, New Jersey, and he has gained an invaluable amount of professional work experience in various business and financial management positions for over forty-five years.  Mr. Jung currently serves as Senior Vice President of Citigroup Smith Barney and he previously held the position of Director of Finance for the City and County of Honolulu.  The knowledge and experiences that Mr. Jung has gained over the years would be a tremendous asset in guiding the Correctional Industries Advisory Committee on any financial matters.  In addition, Mr. Jung's commitment and dedication to his profession and the communities that surround him, along with his high ethical standards, will enable him to work effectively with the Correctional Industries Advisory Committee by providing financial stability and growth for the Committee.

 

     Your Committee received testimony in support of David Makiji Matsuura from the Department of Public Safety and a private citizen.

 

     David Makiji Matsuura earned two Bachelor of Science degrees from the University of California at Davis, one in Agricultural Economics and the other in Managerial Economics.  Mr. Matsuura has spent the majority of his professional working career in the fields of agriculture, land management, land development, and politics.  He concurrently serves as the President and Owner of Orchid Isle Nursery and as Project Manager for Onipaa LLC.  His job responsibilities include the planting of crops, construction of nursery structures, negotiating contracts, overseeing land development, and managing financial affairs.  Mr. Matsuura previously served as a Managing Steward for Umikoa Ranch, a Government Affairs Lobbyist for Hoffman – La Roche Inc., and Senator of the 2nd Senatorial District for the State of Hawaii.  Mr. Matsuura's confirmation to the Correctional Industries Advisory Committee will provide value and insight into the contract negotiations and regulatory requirements that regularly face the Committee.

 

     As affirmed by the records of votes of the members of your Committee on Public Safety that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
